Betty, I don't have anything on your Samuel, but here's something to keep in the back of your mind regarding his birthplace. In the late 1700s and early 1800s, what is now southwestern PA and northern WV was claimed by both PA and VA. So if Samuel was born in this area, his birthplace could arguably be given as either PA or VA. By the way, Greene County, PA is in this area, and there were quite a few Headleys there, so that might be a good place to look for Samuel.
