The dates and location are quite possible for Francis Jackson of Prince Wm. If so, his second wife's (Sally's, as you mentioned as a possibility) maiden name would have been Glasscock, mother of Francis's younger children born in the 1760s. Any connection to the John Glassford Co. and Successors, Records 1753-1844 that you mention that Francis Jackson purchased from?
