I'd say he may well have been born in GA. Go here http://www.familyhistory101.com/maps/ga_cf.html to see the formation of counties by year. This site is extremely useful in determining exactly where people were from year to year. Example - a family is in X Co in 1800 but in Y Co in 1810. This map will show you if Y Co was formed from X Co between 1800-1810, telling you that no one moved at all. >From this page you can go to any of the states to follow their formations. Nel
