What you say is true, Ellen (and thank you for responding!)...but the information that I received is that he was born and raised in Virginia, married in Virginia, enlisted in the Navy in Virginia and returned to his family Virginia upon his discharge [although *where* is what I'm trying to find out!] Based on that information, I have no reason to believe that he applied in any other state. And...based on the approximate year of birth, there is only one other possibility--in Oklahoma. Of course, there's *always* a chance that it could be him :} but it seems quite unlikely.
