Hi Tim, I too am researching the surname Harts (with an s) but of jewish ancestry. Mine immigrated about 1895 to NY. As far as the ship lists, the reason you probably find Harts immigrating from Germany is because the port of Hamburg is where many left from whether they were from Russia, Austria-Hungry, or wherever. At the LDS they have what is called the Hamburg lists and if your ancestor left from Hamburg these are suppose to be a very good source(but a little difficult to use).
