They can refund any overpayment. Ask for a complete copy of the certificate and license if possible. Also send a self-addressed, stamped business size envelope for their reply. As for Nellie's birth record, write to: Clerk of Courts Jerauld County Court House Wessington Springs, SD 57382 Include a SASE (business size) and a money order for $7.00 for a certified copy. Provide the exact date and place of the birth and as much other data as possible. Also include your direct relationship to this person and whether the person is still living. If Nellie is still living, you might have to send for it under her name. It is very possible that there was a delayed birth certificate filed in the 1920's or 1930's so make sure they check those records also. You may learn more if you look for Nellie on the 1910 Jerauld County, SD census in Alpena as a young child with her parents. Good chance they stayed put at least three years.
