On the matter of his age, FreeBMD lists a death of a Thomas FOXALL in 1871 (Jun qtr) Alverstoke. The age stated is 79 making his dob as 1792 which would agree with his age in 1854 as 62. This of course was the age given by the person who reported the death, so could easily be in error. Have you checked the censuses 1851-71? He should appear in them as his time in the Navy probably expired in the early 1830's. As to the marriage;as a naval pensioner, he may have applied to be an "out-pensioner" of Greenwich (he was of an age and all seaman paid 6d a month towards the upkeep of the Hospital, so he could have been eligible) and needed a marriage certificate. Having lost the original and not knowing how to acquire a copy, they married again, possible deliberately misstating his age to prevent any discovery, a lie that they would probably repeat in the Censuses and his death certificate.
