    3. Bill, I think this report may be discounted. No searches I have done at <http://thomas.loc.gov/home/c106query.html>, which allows current congressional bills to be searched, returned any info which was similar to what you posted, when searches were done for "602P", "602", "E-Mail", "EMAil", "Internet". Try it and see if you can find anything.
