In Canada for many years there was a poll tax assessed on all males starting when they reached age 16. This amounted to $1.00 in silver specie. Hard currency was hard to come by. As a result people lied to the census takers on the ages of their male sons, especially on the dates of birth. Thus some males reached actual age of say 20 before they officially reached age 16.
