I think its just an error and should read France & Flanders. Certainly his date and nature of death are consistent with his grave having been lost during the retreat in 1918. As you are probably aware 'died of wounds' men are not normally on memorials to the missing as they are buried somewhere along the medical evacuation lines. However the German advance during the Kaiserschlact meant that many of the CCS burials were fought over and graves lost. CWGC might not be able to help much in that respect. A surviving service record might confirm that he died abroad.
