Charles, Unfortunately, Thomas would have missed the 1851 census and gone to the US by the 1861 census. I have looked for a William in the 1851 and found these two - neither born 1850. They are available for free on Ancestry. Are you sure it is Westbury on Severn, Gloucester. There is also Westbury on Trm in Glos. and Westbury in Wiltshire.
