The Parish Registers for Westbury have been transcribed but unfortunately there is no record of baptisms for your Thomas J Heath or for his brother William R Heath Your best bet would be to check for them on the 1841 & 1851 census returns and also to seek help as to whether someone can assist you with the necessary details to obtain a copy of the birth certificate/s.
