Information on the census is only as good as the informant. It's possible that he could have moved there when he was very young and didn't know he was born elsewhere. A *lot* of PURNELLs were from North Somerset and made their way across the county to Bristol and the surrounding area (including Clifton) and on into South Wales. Some of my own PURNELLs did exactly that.
