Tony, According to the birth registration of Doris DOWDESWELL - June qtr 1915 at Gloucester reg district, vol 6a, page 549 - Rose's maiden name was TRUMAN. Using this information, I searched the GRO Index and there is a marriage registration in the December qtr 1911 at Gloucester reg district, vol 6a, page 625 of a Rosetta TRUMAN and a corresponding entry for a Horace E E DOWDESWELL.
