The Game Act 1831 can be found here. http://www.legislation.gov.uk/ukpga/Will4/1-2/32 I suppose to have a licence the person would have to prove to a magistrate that they owned/rented the land on which game was to be hunted or that they were employed as a gamekeeper by the landowner/occupant.
