In 1851 he is in Skewen (my birthplace), still living with his parents and working as a pattern maker (indexed on Ancestry as Bale, but looks more like Beale to me). However, in 1861 there is a William Beale, aged 31, born NEath working as an engineers fitter in Deptford, Kent, so you may need to do some further digging.
