I have been ordering certificates online from the GRO, some as recently as 18 March 2011, and the dispatch time has been 4 business days except when the GRO gets behind because of deluges of orders placed in anticipation of a rise in the cost. My March 18 orders were dispatched March 24. I wonder why the dispatch time was 21 days for Larry's order? Was that just before the last price increase?
