Betty, Germany wasn't united as a country until 1871. Up until then, it was divided into duchies of various sizes (Saxony, Hesse-Darmstadt, Bavaria) plus the kingdom of Prussia (perhaps others were considered kingdoms, but I don't think so). Otto von Bismarck, advisor to the Prussian king, engineered the unification of Germany in 1871, but I think it was a while before people considered themselves Germans.
