The German post office seems to make these decisions on December 30 going into effect on January 1. Particularly cute was the fact that my local post office did not have a 70 cent stamp until July this year, i. e. seven months after this postage mandatory and I had to put 4 different stamps on each envelope to come up with the necessary postage.
