    3. Hello Betty, it used to be that one had to go to the local postoffice and purchase what is known as an "International Reply Coupon". That was before the German Postal System became privatized and before they had the EURO. Presently, a standard airmail letter is Euro 1.55. Before you purchase an International Reply Coupon you should consult with the person to whom you will be sending it as I have heard in some cases these coupons were no longer accepted by the German Postal System. The IRC can only be used for purchasing stamps in the country where the letter will be mailed. Perhaps you may want to 'google' to find out more info.
