I've been to the NJ State Archives, and they do indeed have naturalizations from many NJ counties. Here is the direct link to the archive's search services and fees: http://www.state.nj.us/state/darm/links/reference.html#collections The list of naturalizations only includes a few counties, but I did find naturalizations for Passaic County (not on the list) at the archives, so I have to think that the list is out of date.
