I have found the one in Oshkosh that serves Green Lake County (maybe Columbia County, also) to be very responsive. You should find a reference for the regional reference centers and which one serves which county on the Wisconsin Vital Records webpages. If not, for starters search the Internet on a string like 'Oshkosh Reference Center.' Sending them an e-mail would be replied to with which centers serve Columbia and/or Portage Counties, if not, I am sure.

Green Lake County is in fact, served by the Area Reasearch Center of the State Archives located at the University of Wisconsin - Oshkosh. Columbia County is served by the State Historical Society. Their contact information is: Archives Reference, State Historical Society, 816 State Street, Madison, WI 53706. (608) 264-6460. archref@mail.shsw.wisc.edu. Their are 14 Area Research Centers in Wisconsin, all "attached" to a UW campus.
