This is a legitimte file you will find it in all Windows 98 systems. I have it itn mine as well. If you delete it you may find that you will be unable to work with long files. If in doubt go to site at http://www.symantec.com/avcenter/tools.list.html look at the removal tools and check the page home page for any new details.
