I bet that the average citizen, regardless where he lived, England, Russia, Germany, France and Austria and everywhere around there wanted not more and no less but the same as his compatriot in another country. Which essentially is to make a living, raise their kids, and be left in peace. So one seems to ask then "and who is benefiting from such hate mongering? The manufacturers of weapons?" Were "we the people of the world" never ever able to state OUR side of values? In my humble and very unimportant opinion, the upgraded development of good diplomacy would be a gem in the crown of humanity.
