I think you'll find there was starvation before Stalin - crop failures etc.caused famines that made Volga Germans understand the importance of keeping a reserve emergency supply of grain. You'll also find all was not sweetness and light before Stalin - if you read the Dietz history you'll see an indepth history of all that our people went through.
