If you're trying to learn his birth information, this won't help you. In order to get a delayed birth certificate, YOU have to provide the information in the form of affidavits from people in a position to attest to the circumstances of the birth. These are usually provided by siblings, cousins, neighbors, etc. who were alive at the time of the birth and would know the date, location and names of parents.
