Scroll down to "Historical Maps" and click of 1839. This will show you the location of District 21 in the lower right corner of the county. Some of the other Cass/Bartow maps may give you more info. Notice that part of this district is in Cherokee County to the east. If these maps don't give you all of the info, let me know and I'll send an address for the Bartow Co. Gen. Society.
