Your best online help would be at http://www.galileo.usg.edu. Select Digital Library of Georgia. Then select Georgia Legislative Documents. You can do a word search on the documents from 1799 to the near present. There may be other sources you might want to investigate on Galileo also. It's a great resource. A search for the phrase "chain gang", for instance, turned up 372 hits.
