Bert, Not sure about 1860, but in 1871 Georgia was issuing Teacher's Certificates. There is a copy of one on the Haralson County, GA AHGP web site at http://www.rootsweb.com/~gaharal2/teach.html We tried to learn more, but was unable. The county told us to call the state Board of Education in Atlanta, but Atlanta told us that the early records should be in the county.
