Hi Fellow Listers, I'm under the impression that U.S. Natualization is a voluntary act for foreign born persons. On the 1870 Wausau Census it shows my ancestor George Rhodes, born in England, as being eligible to vote. Would this mean that a person who is eligible to vote has to be a Naturalized Citizen? If so, would those records be found in the local court house or the Federal Court? And is it posssible to find an index online? Thank you in advance Melville Fletcher Tokyo, Japan
