I think legal age of consent for marriage has always been set by the state, whichever state, but some towns and cities had different legal requirements for marriages. For instance, even today you can go to Zion, Illinois, and to Bessemer, Michigan, in the U.P., and just get married. No waiting period and purportedly no blood test. Zion has a good Chinese restaurant, too, on main street, Sheridan Road.
