When the medals are listed on the DD-214, I have known individuals who sent a COPY of their DD-214 with their request to St. Louis and received them. They can also be purchased at a Military Clothing Sales Store or Base BX/PX if one is near your location. In later years, I believe they issued "orders" for the presentation of medals.
