    3. Edna: I know the Army issued orders for medals DEPENDING upon the medal. Not all medals were issued with a set of orders Example, my Vietnam Service, Vietnam Campaign and National Defense Medals were issued with orders. My Good Conduct, Joint Service Commendation and Bronze Star were issued with orders. As far as the other branches, I have not seen where the Coast Guard issues orders. They like the Army, issue a citation. The Army takes it further and issues an order. But like the Army, not all medals in the Coast Guard are issued with "citations" As far as being able to use the military clothing sales stores or Base Exchange stores, everyone should note that if they do not have a military or dependent ID card, they cannot use the exchanges. The FASTEST means is your local civilian military surplus store or military collectible store.
