New York City consisted only of Manhattan and part of the Bronx up until 1898, when the consolidation of Greater New York took place. Then, Brooklyn (Kings Co), Staten Island (Richmond), part of Queens (Queens Co), and the rest of the Bronx came together to form the present-day city. The eastern part of Queens County voted not to consolidate with the rest of the city, and became Nassau County. Hope this helps.
