Do we know if these folks listed as inmates were actually mentally unstable? I realize some were workers in these hospitals, so, were they listed differently than the ones who were actually "incarcerated?" usually the census would indicate status as Patient/ Inmate or employee. Depends on the enumerator but usually you can tell the difference. all listed as individuals with a line of info for each, age, sex, where born etc. as the particular census year required.
