The first part of the placename is probably Freagh, which is a "heathery place". The last part, cullion, is a term for a steep, unbroken slope in parts of Ulster.....which, of course, is right next door. So I'd be looking in the northern part of Leitrim, north of Drumshanbo and Ballinamore. Naturally, that happens to be the larger part of the county <gr>. The official townlands in Co. Leitrim with cullion in their name are all in that northern sector. I suspect your placename is a local, "neighborhood" name - and I haven't been able to find it mentioned anywhere.
