You might all be right. It might also be a prisoner number if he was dressed as a prisoner in jail. When my girlfriend comes home I will see if she took a picture of him. She took a lot of pictures on Halloween Night in Greenwich Village. He was on MacDougal Street between Bleecker Street and West 3rd Street. When I saw all the responses to this posting I almost went back to see if he was still there.
