I could find none in Woonsocket in 1860. And a check of the 1865 census for Woonsocket showed just one Peloquin variant - Oliver Pelaquin b. Canada, 17 years old, a cotton operative boarding with Clement Gangion & family on River St. in Woonsocket. The other information from the RI Archives is equally discouraging. For the period of 1850 to 1878 there is no birth record filed in Woonsocket or elsewhere in RI for a Norbert Peloquin or variants. Here are the births that were registered Woonsocket and other places; all locations where there was a large textile mill presence: Poliuqin, Flora, of Joseph & Lena, April 26, 1867, North Smithfield Polaqin, Eleanor, of Joseph I. & Elleanor, Mar., 1870, Pawtucket Poliquin, Clara, of Joseph & Celina (Meunnier), Aug. 9, 1872, Pawtucket Poliquin, Joseph Leon, of Joseph & Lena, May 18, 1877, Pawtucket Peloquin, François, of François & Adeline, July 19, 1877, Woonsocket Peloquin, William, of Oliver & Laurence, Sept. 13, 1878, Warwick Palaquin, Rosana, of Louis & Emma, Oct. 17, 1878, Woosocket My thoughts on the above are that 1. maybe because the family was intending upon returning to Canada, they waited and registered the birth up there ~~~Or~~~ Norbert was actually born in Blackstone or Bellingham, MA both of which border Woonsocket. There are lots of places where one house is RI and next door or the next street over is MA. Was the family into multiple names and maybe his official birth registration is under another name besides Norbert? By multiples names I mean something like these examples from my own family - Louis Napoléon or Joseph* Jules Arthur. Louis Napoléon died as a child but Jules Arthur made it through to full adulthood and went by Arthur although Jules would seem to be his "first" name. *BTW, you probably know this but for others who might not, with French Canadian Catholics often times at baptism in honor of the Holy family, boys would receive the name Joseph and girls would get Marie. I haven't found too many instances in my Fre/Can lines of the use of Joseph/Marie extending beyond the one instance of use at the time of baptism....on rare occasions the honorary names have cropped up being used in one or two marriages or burials.
