Which your date of 1904 fits that time frame. You must know the date, and town. Then you can cotact the town and request it. There is a fee attached and varies from $5 to 10.00 dollars. The only other way to get a birth certificate under 100 years old is if you belong to a recognized geneology society recognized by the state of ct. As far as online databases ancestry.com has some but its a paid site, you can also check out the Church of latter Day Saints website. its Family search and you can search for free sometimes the info from this site will lead you to exact info on your ancestors.
