My 2nd great grandfather was born "15 Pluviose VIII" and my 2nd great grandmother on "4 Messidor IV". Dates like this ought to always be recorded in their original form. If a French date between 1793 and 1806 showed Feb 29 in a non-leap year, I'd guess it was just an error in translation of the calendars.
