William Whittle CLARK doesn't seem to have been registered at all. Ancestry has a baptism on 6 June 1889 (St Mark, Marylebone Road no. 61905) for William Whittle Fowler, mother Caroline Fowler (no father recorded), born at the Queen Charlotte Hospital 1 June 1889.
