In 1983, someone probably drove down our street Listing almost every building in it, including ours (re-built circa 1915), but not the house next door, which is outwardly identical to the Listed house opposite, has a 15th century fire place, and an "1868" date plaque, but happened to be owned at the time by the Chairman of the Council. Oh ! "Careful process". Perhaps you are right, after all !
