Gracie The London Missionary Society might be your best idea; it's now part of the Council for World Mission. They did set up a missionary post in Daru in 1871, which might fit. Their early records are apparently with the School of Oriental and African Studies (SOAS) in London. As far as civil administration goes: PNG was not part of the British Empire initially, although had many European traders and missionaries resident and was placed under the administration of the High Commission for the Western Pacific in Fiji as their numbers grew. It was directly made a protectorate of Britain in 1884 (leaving aside the brief annexation by Queensland in 1883 which is a whole story in itself). At that stage it was administered by the Queensland colonial government on behalf of the Imperial Colonial Office. In 1905 it was placed under Australian Commonwealth control, and presumably administered from Melbourne initially. So who knows where the records are?
