In UK school registers are often consulted to ascertain whether or not the person received full, full-time education from infant school. My grandmother, born in Australia, went through her life not having a birth cert. everyone in the family said she had never had one, not been registered. Until about 20 years ago when I obtained an official copy via the Australian Embassy.
