Each time you open a new document, paste that small bit of text into the top, header, or footer. Then, when you need a diacritical character, simply cut and past it from the "reference block." This is a step better than CHARMAP because it provides locality of reference. But if you use diacriticals frequently then it benefits you to learn the keystroke combinations. Mac users: PopChar will effortlessly drop a character wherever your cursor is.
