No, you were right the first time. Prior to about 1973, Staten Island was the Borough of Richmond and also Richmond County. After that it is the Borough of Staten Island (but still remains Richmond County). (Prior to 1898 it wasn't part of New York City - not a Borough at all - just Richmond County).
