Actually, Staten Island is the geographical name of the island and will remain that way until the end of time, like Cape Canaveral is still Cape Canaveral even though great efforts were made in the '60's to rename it Cape Kennedy. And the name of the borough on Staten Island is, if I'm not mistaken, the Borough of Staten Island today. For many years, until some time in the late '70's or early '80's it was the Borough and Richmond and the County of Richmond, but the residents developed such a complex about using the name Richmond, which most non-residents didn't recognize, including many other New Yorkers, that they changed the name to the Borough of Staten Island in the County of Richmond. This parallels the names used for Manhattan--the Borough of Manhattan, on Manhattan Island in the County of New York. Now does everyone have that straight. There'll be a test in the morning at 6:00 AM EDT and all who can remember, get to send an email to their NYC friends and gloat.
