Here is a way to get a readable copy of this ..... I am assuming you have the ' census film roll ' and have it on a reader / printer , Put the other lens in the reader !! , They ( library / nara / whatever ) should have two or more lens for the readers , one will be for one size of film image with a certain magnification setting , another lens will be for another size film / image , by using one or both of these lens you can change the size of the image you can printout , Then just focus on the name / part you can not read and ZOOM it out to maximum magnification ..... Works for me at the Seattle Branch of the NARA ...... , Phil
