It's unfortunate that so many FHCs have such inexperienced volunteers. The correct answer would have been to direct your cousin to the Locality Catalog, either on the computer (if they have one) or on microfiche. The passenger lists are catalogged under "NEW YORK, NEW YORK (CITY) - EMIGRATION AND IMMIGRATION". The Locality Catalog can now also be accessed online at http://www.familysearch.org however it may be difficult to get in (or stay in) because of the heavy usage. One can also look up the National Archives film numbers at: http://www.nara.gov/genealogy then at the FHC look in their Author Catalog under National Archives to get the cross-reference to the FHL film number.
