    3. Thank you for the update, but are you not confusing two separate organizations? The NYS Archives has the vital records indexes, but no actual certificates. The NYS Dept of Health has the certificates. They're both located in the same Empire State Plaza complex but in different buildings. I assume you looked up the certificate numbers at the Archives, then walked over to the NYSDOH to order the certs.
